The urgency of this problem stems from the fact that the readiness of nations to create an independent state often leads to their withdrawal from already existing territorial entities. The right of nations to self-determination is enshrined in the Declaration of the UN General Assembly on the Granting of Independence to Colonial Countries and Peoples of December 14, 1960, as well as in the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights adopted by the UN General Assembly in 1966. Recent political history shows that the process of realizing the right of nations to self-determination is quite painful - these problems have been resolved extremely rarely by peaceful means. An example of the latter is the disintegration of the Czechoslovak Federal Republic: after the elections to the representative bodies of the republic in June 1992, which actually became a referendum on the future state-territorial structure of Czechoslovakia, the “Movement for a Democratic Slovakia” won in Slovakia, advocating the creation of a confederal state and international legal personality of Slovakia. The Slovaks thus clearly stated their desire to create their own state, after which the Federal Assembly of Czechoslovakia adopted a number of laws enshrining this expression of will, and from the beginning of 1993 the country split into two parts - the Czech Republic and Slovakia. The secession of Macedonia from the People's Republic of Yugoslavia was also relatively peaceful. The desire of the Macedonians to have an independent state was revealed in a referendum in 1991, on the basis of which the parliament of the republic declared its independence.
