The program, according to which the retraining of military personnel is being implemented, was introduced several years ago in an experimental mode. Due to its success, they decided to continue it. If desired, military personnel are given the opportunity to undergo one of 60 types of professional retraining before leaving.

For this purpose, courses were opened in the largest garrisons. Those liable for military service who served in remote locations could study through the arrival of mobile groups of teachers from leading educational institutions. Additional education is provided free of charge by universities under the Ministry of Defense of the country.

Purpose and purpose of professional retraining

Retraining is organized to ensure social protection for officers who are dismissed due to reductions in the Armed Forces or for other reasons (more on this below), as well as their families, and to provide state support for obtaining the most popular specialties “in civilian life.” During the program, thousands of officers, as well as members of their families, managed to take advantage of state support, take courses in the army, and find employment in a new specialty. This activity continues in different regions of the country.

Universities where retraining is carried out provide an opportunity not only to obtain a civilian specialty, but also assist in issues of registration for work. In addition to training, during the courses you can receive legal advice, participate in various forums, conferences and other events. Retraining of willing military personnel transferred to the reserve is carried out in the following areas:

  • organization of accounting and auditing;
  • public administration;
  • taxation;
  • HR management;
  • organisation management;
  • information Technology;
  • Information Security;
  • digital technologies (in communication systems);
  • radio engineering;
  • small business management;
  • jurisprudence and more.

Civilian adaptation of the military is not limited to passing courses. If they wish, they can enter a university to receive higher education on preferential terms.

Who has the right to retraining upon dismissal?

According to the Law “On the Status of Military Personnel,” those liable for military service have the right to professional retraining directly in the year of dismissal, and various conditions must be met, including the following:

  • the period of service must be 5 years or more (time of study in professional military institutions does not count towards this period);
  • the reason for dismissal is unsatisfactory health;
  • serviceman's age limit;
  • end of service life;
  • events organized as usual.

Professional retraining is carried out free of charge, while those liable for military service retain their allowance in accordance with documents approved by the RF Ministry of Defense or other government agency at the federal level. The duration of training is up to 4 months, but not less than 250 hours. Even if a layoff occurs during this time, the training can also be completed without charge.

Age limit

This indicator is one of the grounds giving the right to receive professional retraining in a civilian specialty. It is regulated by the Law “On Military Duty and Military Service”. (Federal Law No. 53). In addition, some provisions regarding this issue can be found in Presidential Decree No. 1237.


Previously, the age limit was 45 years, however, since 2014 it has increased by another 5 years. Currently, 45 years is the age limit only for female military personnel. Thus, for ranks below colonels and captains of the first rank, the maximum age for service is 50 years. For higher military ranks it varies from 55 years to 65 years.

However, officers who wish to continue their career in the army can extend their service by concluding a new contract. This period can range from one year to 10 years, and the decision is made after checking how conscientiously the serviceman performed his duties, as well as his professional skills and state of health. If there is a desire to go “to civilian life,” then a military man can prepare himself by undergoing appropriate retraining. Meanwhile, pension provision and retention of all benefits are retained in any case.

Procedure for retraining reserve military personnel

Enrollment of persons liable for military service in groups for special courses is carried out on the basis of the relevant Order of the Minister of Defense of the Russian Federation. At the same time, a list of military personnel who have decided to obtain one of the civilian specialties, copies of their reports with commanders’ resolutions and educational diplomas that they received earlier are sent to universities where it is planned to conduct retraining courses for the military.

At the time of dismissal of a serviceman for one of the reasons, which allows him to obtain a specialty of a civilian nature under the program in question, a certificate is issued. The document states that he has the right to undergo professional retraining at the university of his choice under the Ministry of Defense of the country. If the price for training is higher than the standards for monetary contributions that are provided under the state program, the military man must pay the difference from personal funds, and free training does not apply to other universities in the country, although they establish preferential conditions for military personnel.

The procedure for enrolling in free courses is as follows. First, the military man must send a photocopy of his passport, educational certificate, and report to the personnel department. The form of study can be different: full-time, evening or correspondence. There are no entrance exams required.

In addition to the civilian orientation, the employee can also acquire a new military specialization. So, up to the age of 50, a military man can receive an official call to the appropriate training camp, where the training course will be carried out.

In accordance with the established standards, after submitting the papers, the command of the institution where the serviceman wishes to study sends a notification to the HF. It contains the form, time and place of retraining. After this, the commander issues the appropriate direction to the future listener, and an order is issued to the HF.

During the training, course participants are seconded and are on a business trip. Thus, they retain their title, salary, allowances in connection with business trips, as well as other types of allowances.

Results of the procedure

When deciding to obtain a civilian specialty through retraining within the framework of a special state program, a military personnel must take into account the following. He does not have the right to take advantage of the state program if he leaves service for reasons other than those listed above, the same applies to the issue of military mortgages.

Military personnel who meet the necessary conditions for retraining, after completing these programs, have a real chance of finding employment in their chosen civilian professions. If they show themselves properly during their studies, they can count on the university’s assistance in finding employment or receiving recommendations.

Research shows that half of the surveyed military personnel being transferred to the reserve plan to work in state-owned enterprises. About 10% expect to find a job in a foreign company, 2% plan to open their own business, another 2% do not intend to work at all, and 22% found it difficult to answer the question. For the remaining 10% of respondents, it does not matter where they work.

Among the highest priority parameters for future work, military personnel see decent remuneration, as well as stability. Other important parameters include a good team, the possibility of career advancement, free planning of your work schedule, and the simplicity of the work performed.

Based on the results of a comprehensive study, we can conclude that discharged military personnel have good conditions for obtaining retraining or advanced training. Half of those who completed the training are satisfied with the courses and the chosen specialty. About ⅔ of those undergoing military service expect to subsequently acquire new knowledge in order to easily get a job in a civilian profession, but not everyone has sufficient awareness of the opportunities provided by the state.

The program, which retrains military personnel being transferred to the reserve, has been successfully meeting its objectives for about ten years. Before leaving the army, military personnel are offered to undergo professional retraining in one of sixty civilian specialties to choose from. For this purpose, large military units operate stationary courses, and mobile groups of teachers are sent to remote garrisons.

The main objective of the program is to facilitate the social adaptation of officers upon transfer to the reserve due to a reduction in the number of personnel or the complete disbandment of military units, as well as other circumstances. The state provides support to discharged military personnel in acquiring qualifications in the most popular civilian specialties.

Over the ten-year period of the program, a significant number of former officers and members of officers’ families have successfully taken advantage of the retraining program for military personnel being transferred to the reserve. They took courses in the last years of their military service, and after retirement they were able to get work in civilian occupations. Activities under this program are carried out in all military districts of the Russian Federation.

Universities and other educational institutions participating in the state retraining program provide an opportunity not only to master a promising peaceful profession, but also provide assistance in further employment in it. In addition to assistance in obtaining up-to-date education, the opportunity to receive legal support is provided, as well as participation in various conferences and other professional events that increase the likelihood of successfully obtaining a job. Retraining of military personnel before discharge is carried out in the following areas:

Assistance in the civilian adaptation of military personnel is not only the opportunity to take retraining courses. Those who wish can take entrance exams to higher educational institutions on preferential terms to obtain an education and increase their competitiveness in the labor market.

According to the law “On the Status of Military Personnel,” those liable for military service who retired to the reserve no more than one year ago have the right to participate in activities under the retraining program. You can become a participant in the program provided that:

Professional retraining services are provided free of charge, while military personnel retain the right to receive compensation in accordance with the provisions approved by the Ministry of Defense. The duration of retraining can be up to four months (at least two hundred and fifty academic hours). The training will remain free, even if the officer is transferred to the reserve during the course. The military court for the retraining of dismissed persons deals with resolving controversial issues.

Reaching the age limit for military service is one of the grounds for receiving assistance from the state in professional reorientation to a civilian specialty. The maximum permissible age of an officer depends on his rank and is regulated by federal legislation and orders of the President of the Russian Federation.

Previously, the total service life of an officer was limited to 45 years of age. After a revision of the current legislation in 2014, it was extended by five years. Now only female military personnel can retire to the reserves at the age of 45. For officers holding a rank below colonel or captain of the first rank, the maximum age for transfer to the reserve became fifty years. If an officer has a rank of general or higher, it can be increased to sixty-five years.

Officers who wish to continue military service after reaching the age limit can do so by concluding a new contract with the Russian Armed Forces. Such a contract can be concluded for a period of one to ten years. The decision to continue serving may or may not be influenced by the officer's service record, references and characteristics, as well as his level of qualifications and general health.

If an officer does not want to continue serving in the armed forces, then for the period of retraining and in the future he retains the right to a full pension and all benefits due by law.

Enrollment of student officers into groups for training in retraining courses is carried out on the basis of the order of the Minister of Defense of the Russian Federation. For this purpose, a list of military personnel sent to acquire peaceful professions, copies of reports and diplomas on previously received civil or military education are sent to higher educational institutions, on the basis of which it is planned to conduct retraining courses for personnel.

After a serviceman ceases to hold his position for one of the reasons that allows him to count on participation in the state program for retraining military personnel before dismissal in a civilian specialty, he is issued a certificate of the established form. This document confirms that its holder has the right to undergo professional retraining in the desired specialty at the higher educational institution of his choice, provided that it is among those participating in the program.

If the amount of tuition fees exceeds the stipulated standard of monetary contributions provided as part of the professional retraining program for military personnel before dismissal, the officer will be forced to compensate the difference from his own funds. It should be remembered that free education is not provided in higher educational institutions that do not participate in the state program, but all universities have admission benefits for former military personnel.

The procedure for enrolling in retraining courses for officers being transferred to the reserve in 2017 (as in 2018) for free training is as follows. A serviceman who wishes to study in a civilian specialty, must provide to the human resources department of the training center:

  • a copy of your general passport;
  • copies of documents on previously obtained education;
  • a report certified by the unit commander.

All available forms of training are available: full-time, evening, remote. There is no need to participate in entrance examinations.

Under the retraining program, you can obtain not only a current civilian specialty, but also master a new military specialization (if you wish to continue serving). Before reaching the age of fifty, a serviceman transferred to the reserve may receive a call from the local military registration and enlistment office to attend military training, at which he will be able to complete the required training course.

After submitting the papers, the command of the institution where the serviceman wishes to undergo training sends a notification to the military unit. This document must indicate information such as the form of training, time and place of classes. After this, the command of the unit issues the required direction to the future retrainee, and an order is issued for the military unit.

During the training period, students of such courses have seconded status and are officially on a business trip. Thus, they have the right to retain their military rank, salary, travel allowances and all other privileges.

"Rossiyskaya Gazeta" publishes a decree of the country's president on the conscription of Russian citizens in the reserves to military training in 2017.

Let us immediately reassure particularly suspicious readers: this has nothing to do with the events in Syria or anywhere else. Military training for reservists in Russia is carried out every year, and this year will not be an exception. By decision of the president, some “non-staff” officers and soldiers assigned to military units and institutions in case of war or other emergencies will be temporarily called up to the Armed Forces, state security agencies and the Federal Security Service.

Previously, reservists of the Internal Troops of the Ministry of Internal Affairs also appeared in such a document. However, such a structure no longer exists in our country. And the Russian Guard, formed on its basis, is just “taking off.” And they apparently decided to hold off on collecting the storerooms.

As for other reservists, the duration of their stay in military service, by decree of the president, is agreed upon with the executive authorities of the constituent entities of the Russian Federation. An exception will be made only for verification training, the duration of which will be determined by the Ministry of Defense.

All issues of organizing and conducting military training are described in detail in a special Regulation. Its latest edition was approved by the Russian government by decree in 2013. The document says that the conscription of citizens for military training is carried out by military registration and enlistment offices on the basis of decrees of the President of the Russian Federation. And their duration, place and time are determined by the Ministry of Defense and other law enforcement agencies, where the law provides for military service.

During the entire period of stay of a citizen of the Russian Federation in the reserve at military training, he will spend no more than one year

At the same time, the Regulations strictly limit the duration of military training - they cannot exceed two months. The same period is specified in the presidential decree. As for the total time that a person spends at military training during the entire period of his stay in the reserve, here too there is an “upper limit” - no more than one year.

The document defines the gradation of military training. They are divided into training fees for assigned personnel and testing fees.

The first takes place in military units, where reservists are temporarily assigned to positions corresponding to their military specialties. Such training camps can also be carried out in the form of training sessions with full-time reservists. This is necessary to maintain army skills among people who have entered into a contract with the Ministry of Defense to remain in the mobilization manpower reserve.

In addition, there are fees for assigned personnel. They are mainly organized to train citizens in military specialties and military positions.

They may also be associated with the need to maintain material assets of the so-called emergency reserve. This is a kind of “stash” of the country, which will be used during a special period, that is, during a war or large-scale disasters.

As for the verification training, the combat and mobilization readiness of military units and military registration and enlistment offices is assessed. That is, their ability to perform their functions during the same special period.

The Regulations on the conduct of military training states that for the duration of the training, reservists retain the average salary at their main place of work. In addition, people will receive cash allowances and payments due to contract military personnel.

The travel expenses of the "partisans" are paid by the state. And if the place of military training is located 3 thousand kilometers or more from the reservist’s home, then he will be taken to the place of temporary service by plane.

1. Approve the attached Procedure and conditions for professional retraining in one of the civilian specialties of military personnel - citizens of the Russian Federation, performing military service under a contract (hereinafter referred to as the Procedure).

2. Deputy Ministers of Defense of the Russian Federation, commanders-in-chief of the branches of the Armed Forces of the Russian Federation, commanders of troops of military districts, fleets, branches of the Armed Forces of the Russian Federation, heads of departments of the Ministry of Defense of the Russian Federation, heads of main and central departments of the Ministry of Defense of the Russian Federation, commanders of formations, commanders formations and military units, chiefs (managers) of organizations of the Armed Forces of the Russian Federation* to ensure, in accordance with the Procedure, the organization of professional retraining in one of the civilian specialties of military personnel - citizens of the Russian Federation, undergoing military service under a contract, whose total duration of military service is five years or more (not counting the time of study in military educational institutions of higher and secondary vocational education), in the year of dismissal from military service upon reaching the age limit for military service, expiration of military service, health conditions or in connection with organizational and staffing events (hereinafter referred to as - military personnel).

3. The Secretary of State - Deputy Minister of Defense of the Russian Federation shall organize:

scientific and methodological management of professional retraining of military personnel in military educational institutions of professional education of the Ministry of Defense of the Russian Federation (hereinafter referred to as military educational institutions);

preparation, together with the central bodies of military control, to which military educational institutions are subordinate, proposals for optimizing the capacity of units of additional professional education that carry out professional retraining of military personnel in one of the civilian specialties;

the work of the central military command and control bodies, to which military educational institutions are subordinate, and the military command and control bodies of military districts (fleets) in staffing military educational institutions with a variable composition from among military personnel;

planning for the next financial year and the planned period of budgetary allocations for professional retraining of military personnel in military educational institutions at the expense and within the limits of the federal budget funds allocated for these purposes according to the budget estimate of the Ministry of Defense;

providing military educational institutions with state-standard forms for professional retraining diplomas;

control of professional retraining of military personnel in military educational institutions.

4. Recognize as invalid the orders of the Minister of Defense of the Russian Federation dated September 6, 2006 N 355 “On the procedure and conditions for sending military personnel - citizens of the Russian Federation, undergoing military service under a contract, for professional retraining in one of the civilian specialties” (registered with the Ministry of Justice Russian Federation on October 6, 2006, registration N 8363) and dated December 2, 2008 N 583 “On amendments to the order of the Minister of Defense of the Russian Federation dated September 6, 2006 N 355” (registered with the Ministry of Justice of the Russian Federation on February 13, 2008 city, registration N 13328).

The procedure and conditions for professional retraining in one of the civilian specialties of military personnel - citizens of the Russian Federation performing military service under a contract

I. General provisions

1. Professional retraining of military personnel in one of the civilian specialties (hereinafter referred to as professional retraining) is carried out taking into account the level and profile of the education they previously received.

Professional retraining is carried out by a military educational institution through additional professional educational programs in the amount of over 500 hours of classroom training*, which ensure the improvement of the knowledge of military specialists to perform a new type of professional activity within one of the civilian specialties.

2. Additional educational programs for professional retraining of military personnel in one of the civilian specialties are developed, approved and implemented by the military educational institution independently in accordance with the requirements of regulatory documents in the field of education * .

3. Professional retraining can be carried out through full-time and part-time (evening) forms of education, as well as using distance educational technologies. Classes can be organized by military educational institutions on the basis of military units** and organizations of the Armed Forces in which military personnel serve.

4. Military personnel who successfully pass the final state certification receive state-standard professional retraining diplomas, which certify their right (qualification) to conduct professional activities in a certain field.

II. Organization procedure professional retraining

5. Military personnel who have expressed a desire to undergo professional retraining submit a report in the prescribed manner:

those dismissed from military service upon reaching the age limit for military service or upon expiration of the term of military service - no earlier than one year before the age limit for military service or the expiration of the contract;

those dismissed from military service for health reasons - in the presence of a conclusion from a military medical commission declaring them unfit (limitedly fit) for military service;

those dismissed from military service in connection with organizational and staffing measures - no earlier than the decision by the relevant officials of the Ministry of Defense to carry out organizational and staffing measures.

Military personnel submit reports taking into account the deadlines that ensure their referral to professional retraining during military service.

In the report, the serviceman indicates: military rank, last name, first name and patronymic, military position held, date of birth, total duration of military service in calendar terms (not counting the time of study in military educational institutions of higher and secondary vocational education), level of education, existing civilian specialty and qualifications, the chosen training program relevant to the existing education, and the military educational institution implementing it, the basis on which he has the right to undergo professional retraining, as well as a service telephone number. A copy of the education document is attached to the report.

6. Reports of military personnel in the prescribed manner are considered by the relevant commanders of military units.

7. The military unit compiles lists of military personnel who have expressed a desire to undergo professional retraining, in accordance with Appendix No. 1 to this Procedure.

From the military unit, the specified lists are submitted by subordination to the personnel authority of the branch and branch of the Armed Forces, the military district (fleet), the main (central) directorate of the Ministry of Defense (hereinafter referred to as the personnel authority).

8. The personnel authority, on the basis of lists submitted by military units, carries out a preliminary distribution of military personnel to specialized military educational institutions that provide professional retraining, and also generates information about the number and personal data of military personnel who have expressed a desire to undergo professional retraining, and proposals for the form (method) of its implementation for each military personnel who are sent to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.

The calculation of the distribution of training places in military educational institutions (hereinafter referred to as the distribution calculation) is developed by the Main Personnel Directorate of the Ministry of Defense of the Russian Federation for each set of military personnel. Extracts from the distribution calculation, after its approval, are sent to personnel authorities and military educational institutions at least a month before the start of training.

9. As the extract from the distribution calculation is received, the military educational institution forms study groups.

Taking into account the established deadlines for the start of training and the formation of training groups, the command of military educational institutions sends written notifications to personnel authorities, which indicate the form (method) of professional retraining for each serviceman, the timing and place of its implementation. Extracts from the notifications are sent by personnel authorities to military units as they relate to them.

10. For military personnel who have been assigned a full-time or part-time (evening) form of study at a military educational institution by notification, the commander of the military unit issues a referral in accordance with Appendix No. 2 to this Procedure. The military unit issues an order to send a serviceman for professional retraining.

Military personnel sent for professional retraining arrive at military educational institutions by the established deadline.

For military personnel for whom another form (method) of training has been determined by notification, military educational institutions inform them of the start dates and place of professional retraining, which are established by them in agreement with the command of military units.

11. Military personnel sent for professional retraining are included in the lists that are submitted by the commander of the military unit to the personnel authority according to subordination.

Based on these lists, the personnel authority generates information on the number of military personnel sent for professional retraining, which is submitted to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.

12. Military personnel studying under professional retraining programs are considered seconded from the relevant military units during the training period.

13. Costs associated with training military personnel under professional retraining programs are included in the cost estimate of a military educational institution.

14. Upon completion of professional retraining of military personnel, a military educational institution submits a report for each graduation to the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.

15. Control over the established procedure and conditions for sending military personnel for professional retraining is assigned to the relevant personnel authorities.

III. Conditions for professional retraining

16. Professional retraining of military personnel is carried out subject to the total duration of their military service in calendar terms being five years or more (not counting the time of study in military educational institutions of higher and secondary vocational education) in the year of dismissal from military service upon reaching the age limit for military service , expiration of military service, health conditions or in connection with organizational and staffing events.

17. Military personnel undergo professional retraining lasting up to four months. The duration of training for military personnel is determined by the curriculum (thematic) and the technology for implementing the additional educational program for professional retraining.

18. Professional retraining of military personnel is carried out without charging them tuition fees.

19. Military personnel undergo professional retraining, as a rule, in such a way that it ends before the day the serviceman is removed from the lists of personnel of the military unit.

If military personnel are discharged from military service during the training period, they have the right to complete their studies free of charge.

20. Military personnel have the right to undergo professional retraining only in one of the civilian specialties and only in one military educational institution. After the serviceman has been trained, the relevant personnel authorities are required to make a record of the completion of professional retraining indicating the full name of the educational institution, the diploma number and the date of its issue in the service record of the serviceman’s personal file.

21. Professional retraining of military personnel is carried out, as a rule, in military educational institutions located in populated areas where military personnel perform military service or in nearby populated areas. In the absence of military educational institutions at the place where military personnel perform their military service, their training can be carried out by military educational institutions using distance learning technologies, as well as in military units using the educational and material base available in them.

22. The implementation of activities related to the professional retraining of military personnel is carried out at the expense of and within the allocated budgetary allocations to the Ministry of Defense in the relevant areas of activity, as well as within the limits of budgetary allocations under the authority of the head of the Main Personnel Directorate of the Ministry of Defense of the Russian Federation.
